It is easy enough to test the weapon by using it on animals. However, that leaves the question 'how do you test the delivery system'? What do you need? You need to find a hardy, non-lethal, easily transmitted, symptomatically slow acting commonly known organism. Hmmm, let's see... Swine flu fits in nicely. Now that the Swine Flu organism can be easily identified in tests, the next time it comes around, it will fool authorities into non-action by making them believe that it is the non-lethal Swine-flu organism.
